Blocking Indus waters will be act of war

On 19 August, Pakistan had formally requested India for settlement of outstanding disputes pertaining to India's construction of Kishenganga and Ratle hydroelectric plants on rivers Neelum and Chenab respectively, by referring the matters to the Court of Arbitration as provided in Article IX of the Treaty.

On Monday, Prime Minister Narendra Modi held a review meeting on the Indus Waters Treaty to explore ways of use its rights to the fullest under the treaty to "exploit to the maximum" waters of the rivers flowing to Pakistan.

The 1960 World Bank-brokered water treaty allocated three eastern rivers to India and three western rivers to Pakistan.

There have been consistent calls in India that the government scrap the water distribution pact to mount pressure on Pakistan in the aftermath of the terror attack.

Soofi said in case India tried to interrupt water flow into Pakistan as an upper riparian, it would set up a regional state practice which under global law could serve as a precedence and equip China with an argument to consider suspension of the waters of the Brahmaputra. "It was not suspended even during wars between the two countries and there's no reason to believe that it would not remain intact in future", he said. Without proper investigation, India placed blame on Pakistan for being behind the attack.

The Foreign Secretary said India failed to divert the world attention from the Kashmir issue through the Uri attack.

Add to that Pakistan's share of 63 per cent entitlement and the nightmare effect of abrogating the treaty would be a devastated wasteland in the sub-continent spread far and wide across 3,200 kilometres covered by the river's flow from the Tibetan plateau to Karachi where the Indus discharges its water into the Arabian Sea.

"Pakistan has shown unequalled and unprecedented restraint despite great provocation" from India, the statement said.

But the Atal Bihari Vajpayee type statesmanship is shadowed by the repeated rhetorics also, giving confusing signals and also indicating that the government has to play to the gallery to cool the tempers of the voters that brought the BJP to power with expectations of teaching Pakistan a strong lesson in the battlefield. Both India and Pakistan are signatories to this which means they have to treat each other and rest of WTO member countries as favoured trading partners.

During the meeting Modi was quoted as saying "water and blood can't flow at the same time".

Pakistan on Tuesday warned it would not desist from using its nuclear arsenal in case of war with longtime rival India.

Foreign secretary S Jaishankar summoned Abdul Basit and provided him the details of the two guides who he said helped the terrorists to reach the Uri army camp on September 18.
