North Carolina police enlist foundation to review policies

On Tuesday, the Charlotte-Mecklenburg Police Department released extended versions of body-worn and dash cam videos of the September 20 shooting of Keith L. Scott - a man living with a severe traumatic brain injury who CMPD officers killed during a search for an unrelated suspect at an apartment complex in Charlotte, North Carolina.

Several days of demonstrations followed the shooting, with protesters chanting "release the tape" and "we want the tape". So far, he says they've refused. A photograph of a weapon was later released reportedly with Scott's DNA on it.

Authorities claim Scott "posed an imminent deadly threat to officers" before he was fatally shot.

The video shows Scott standing outside his sport utility vehicle before he was shot.

During a news conference Tuesday evening, Justin Bamberg, the lawyer retained by Scott's family, said the video "does not shine any light on whether a firearm was in his possession or where it was found". The new video doesn't offer a clear view of whether Scott had a gun.

The officers also repeatedly ask Scott what his name is, but the dying man only continues to moan. "You see a human being, a father, a husband, lose his life", Bamberg said.

At one point an officer is heard saying Scott had been "shot in the left lung".

Violent protests broke out on the northeast side of Charlotte on Tuesday after Scott, an African-American man, was killed by Officer Brentley Vinson.

In the full body camera video, officers are seen trying to revive Scott, who can be heard groaning.

A bystander at the scene contends that Scott - who was reportedly suffering from a traumatic brain injury from a motorcycle accident a year earlier - was holding a book, not a gun.

Court documents also show Scott's wife filed a restraining order a month before his accident, when she said he threatened to kill her and her son with a gun and hit the boy with his fist.

"They don't do well in stressful situations", said Dr. David Brody, professor of neurology at Washington University in St. Louis, Missouri. "You do not hear that it is in his hand or anything like that", said Bamberg.

The funeral for Scott was cancelled because of Hurricane Matthew bearing down on the region.
