Notley says province won't support federal carbon levy without pipeline

The federal plan sets a "floor price" of $10 a tonne starting in 2018 that increases to $50 a tonne by 2022.

The new regulation will have provinces and territories install a direct tax on carbon emissions of at least 10 Canadian dollars ($7.60) per tonne, or a cap-and-trade system.

Putting a price on carbon is central in fighting climate change while growing a stronger economy, Trudeau added. "Regardless what action B.C. does or doesn't take on the carbon tax, that doesn't absolve them of the responsibility or ensure that we do have a plan that gets B.C. on track to meeting our 2050 target". "What we can do is take real effort today and every day to protect the health of our environment and, with it, the health of all Canadians".

There has been a bitter response to the federal government's move as three environment ministers walked out of the federal-provincial climate talks. Alberta Premier Rachel Notley said her government may not have the legal power to stop Ottawa from imposing the plan, but warned the Trudeau government against pressing ahead without having the provinces on side. "We need Canada to have our backs". Alberta, the top source of greenhouse gases as Canada's primary gas and oil producer, set the stage for prolonged negotiations by withholding support.

As Trudeau noted on Monday, most of Canada's provinces either have a carbon pricing system in place, or are in the process of setting one up.

Veterans Affairs Minister Kent Hehr, Calgary's representative in the Liberal cabinet, believes Ottawa and the provinces can ultimately come to an accord over the carbon price, which is meant to give an incentive to reduce carbon dioxide emissions blamed for global climate change.

Moe's concerns about the NEP, in operation from 1980 to 1985, are groundless - that was an attempt by the Pierre Trudeau government to gain control over Canada's petroleum supplies and to redistribute Alberta's oil wealth.

The Canadian Prime Minister's announcement came as the country's politicians began debating the historic Paris Agreement, reached at last year's United Nations' COP21 summit. The Prime Minister has himself admitted last week.

The Clark government justified the continued freeze on the carbon tax by saying it wanted to wait until other jurisdictions catch up. Mr. Trudeau said that all revenue from the scheme would remain in the province or territory where it was generated. He also gave the provinces two options for implementing that price: a carbon tax or cap-and-trade system.

Notley's NDP is bringing in its own broad-based carbon tax based on the equivalent of $20 per tonne of carbon emissions on January 1.
