AL Planned Parenthood won't be affected by withholding of federal funds

"The clear goal of this Title X rule change was to benefit abortion providers like Planned Parenthood", said Cardinal Timothy Dolan of NY, who is chairman of the U.S. Conference of Catholic Bishops' Committee on Pro-Life Activities. The rule from the Department of Health and Human Services (HHS) prevented states from blocking Title X funding to abortion companies like Planned Parenthood.

Dawn Laguens, executive vice president of the Planned Parenthood Federation of America, said the administration should build on the progress that's been made "instead of enacting policies that take us backward".

"The legislation signed by President Trump today marks yet another regressive decision by men in Washington aimed at restricting a woman's fundamental right to make her own reproductive health choices".

Trump's action erases a rule, finalized shortly before President Barack Obama left office in January, that said states could not block the money.

Planned Parenthood mourned Trump's inevitable signing of the law Thursday.

In tweets after his health-care legislation stalled in Congress last month, Trump said Republican opponents of the bill had "saved" Planned Parenthood.

On Thursday, President Donald Trump signed an anti-Planned Parenthood Title X bill that would allow states to withhold certain federal funding from abortion providers.

The bill unravels an Obama-era regulation that insisted states couldn't refuse to spend family planning money with Planned Parenthood or any other organization that performs abortions. "We expect to see Congress continue its efforts to redirect additional taxpayer funding away from Planned Parenthood through pro-life health care reform after the spring recess".

Now states have the freedom to spend their Title X money on comprehensive health clinics that better serve all women's needs, like pre-natal care, which a recent investigation revealed is almost impossible to receive at Planned Parenthood clinics. The bill narrowly passed in the Senate last month; Vice-President Mike Pence had to be called in to cast the deciding vote, sending the measure through 51-50, Reuters reported.

Title X, the federal family planning program established by President Richard Nixon in 1970, subsidizes health care services like contraception, Pap smears and others for 4 million low-income Americans. Basically, low-income women in red states are about to lose access to one more health provider.

Eskamani said federal law prohibits taxpayer dollars from funding abortions.
