President Trump signed an executive order aimed at making the government buy more American-made products and tighten rules on a visa program that brings high-income foreign workers into the USA during a Tuesday stop in Wisconsin, a move aimed at showing he's helping working-class Americans as he awaits his first major legislative victory.

President Donald Trump says his newest executive order will spur more people to "Buy American, Hire American". He called on the four departments to reform their systems to insure that H1B visas are given only to the "most skilled" or "highest-paid" applicants.

As he nears the 100-day benchmark of his presidency, Mr Trump still has no major legislative achievements.

Trump's election campaign had been marred by his disparaging remarks against minorities in the US, including a call to ban all Muslims from coming to America as well as stopping Mexican migrants by building a long wall along the US-Mexico border. It's more complicated than that, though, because it involves a number of existing federal financial assistance programs and labor policies which Trump's team says have been "enormously diluted over time".

Trump's visit to Wisconsin takes him to the congressional district of House Speaker Paul Ryan, who won't be joining the president because he's on a congressional trip visiting North Atlantic Treaty Organisation countries. Many go to technology companies, which argue that the United States has a shortage of skilled technology workers.

Trump asked all federal agencies to re-examine the current H-1B visa system and issue new immigration rules to stop tech companies from replacing American workers with cheaper foreign labor.

The "Buy American" portion of the order will tighten the waivers and exemptions that agencies use to get around procurement laws that favor American-made goods, and require agency heads to sign off on those waivers. "We're going to defend our workers, protect our jobs, and finally put America first".

The administration's goal is to ensure such visas are given to the most qualified or highest-paid applicant, according to two senior officials.

The "hire American" portion of the order instructs the departments of Labour, Justice, Homeland Security and State to look for evidence of visa abuse on the part of employers and fraud on the part of workers.

About 85,000 H-1B visas are distributed annually by lottery.

Companies that specialise in applying for H-1B visas on behalf of foreign workers, then connecting those workers with U.S. employers, include Tata Consultancy Services Ltd, Cognizant Tech Solutions Corp and Infosys Ltd.

But critics say the program has been hijacked by staffing companies that use the visas to import foreigners - often from India - who will work for less than Americans. We've seen companies use the program to fire American workers and replace them with lower-paid foreign counterparts.

One study by the Partnership for a New American Economy Action Fund found that in 2016, employers in the science, technology, engineering, and math (STEM) fields "faced a dire picture", with 13 STEM job posted online for every unemployed worker.
