U.S. President Donald Trump is reaching out to leaders of Asian states to ensure "that we have everyone in line backing up a plan of action" to solve the North Korea crisis, White House Chief of Staff Reince Priebus said.

North Korea warned on Monday that it will carry out a nuclear test "at any time and at any location" set by its leadership, in the latest rhetoric to fuel jitters in the region.

Both play out scenarios for a conflict with North Korea, but Seoul and Washington insist they are purely defensive in nature, despite Pyongyang's claims that they are provocative rehearsals for invasion.

Trump's comment about meeting Kim comes as tensions have risen in recent months between the United States and North Korea as Pyongyang has sought to advance its nuclear and ballistic missile programs and Washington has made a show of force in the region to deter their use. "I said, 'We shouldn't be announcing we're going into Mosul.' I said, 'We shouldn't be announcing all our moves.' It is a chess game".

Earlier on Monday, Trump told Bloomberg that he would meet Kim Jong Un "under the right circumstances".

"North Korea weighs on me, but we have to be prepared for the worst", the president said. When asked whether this would mean military action he said: "I don't know".

But Trump also has been sending indirect messages to Kim, such as launching dozens of Tomahawk missiles at an airbase in Syria and dropping the largest non-nuclear bomb against an ISIS cave complex in Afghanistan. "We'll see what happens", the president said.

USA officials said a medium-range KN-17 missile, launched last week, appeared to have broken up within minutes and did not leave North Korean territory.

Meanwhile, the President who vowed to "make America safe again" - now on a whirlwind interview circuit capping off his first 100 days in office - claimed "nobody's safe" from the threat of North Korea amid ratcheted-up tensions.

The USS Carl Vinson strike group arrived in the region on Saturday, where it conducted a joint drill with the South Korean navy. "I can't guarantee to world leaders that he will always listen to them, but he has so far...sometimes it's important to watch what the president does rather than what he says". A lot of people, I'm sure, tried to take that power away, whether it was his uncle or anybody else.

In a telephone call on Sunday, Trump's national security adviser, H.R. McMaster, reassured his South Korean counterpart, Kim Kwan-jin, that the United States alliance with South Korea was its top priority in the Asia-Pacific region, the South's presidential office said.

Over the weekend, Trump stepped up his outreach to allies in Asia to discuss the North Korean threat.
