Syracuse University Professor Jason Dedrick said the main issue is "whether the benefits outweigh the costs of various subsidies likely used to attract Foxconn's investment" and if "this investment can attract other manufacturers of key components to the US, and eventually create a supply chain that can support final assembly of smartphones". Walker and Foxconn Founder and CEO Terry Gou, Foxconn plans to invest $10 billion by 2020 to build a manufacturing campus in southeast Wisconsin. "This is a great day for America".

Governor Scott Walker toured the state Friday to drum up excitement about Foxconn's $10 billion decision to build a plant in Wisconsin. He asks if there is an appetite to approve a corporate welfare package of $1-$3 billion. About half is for capital costs and almost half for workforce development.

Barca, like many Democrats, voiced concern about how much taxpayers may have to contribute in tax breaks and other incentives.

Walker's office said the incentives are projected to cost between $200 million and $250 million a year, capped at $3 billion. In 2013, Foxconn said it would invest $30 million and hire 500 workers for a new factory in Pennsylvania. The company has a small research operation in Harrisburg, Pa., but the factory was never built.

Workers who are out of the labor force but need a job often are weighing the pay and benefits against new costs: a auto to buy for commuting, fresh work clothes and arrangements for childcare, he said.

Not all Foxconn investments announced have resulted in new jobs. In May of previous year, "I will definitely beat Samsung Electronics" said Gou in front of minority shareholders. It's unclear where such plants would be located, how many people they would employ and which products they would produce.

Tangen, who spoke at length with Wisconsin Public Television, said when big companies announce an expansion there's a tendency to "juice" the numbers to present the best possible scenario for job growth. Some of those announcements sought to take credit for previously announced investments.

State Sen. Alberta Darling, co-chair of the Wisconsin Legislature's budget committee, said any deal would be examined with a "fine-toothed comb" and need to win approval by the Republican-controlled Legislature. "The bottom line is this company has a concerning track record of big announcements with little follow-through".

Despite these worries, some high-ranking officials outside of the state government praised the deal Wednesday for the anticipated economic impact. It would mark a substantial gain for a state that now has 472,000 manufacturing jobs and is still recovering from factory layoffs - including the closure of a General Motors plant in Ryan's hometown - that hit after the 2008 financial crisis.

Overall only 8 per cent of U.S. workers are employed in manufacturing, down from 22 per cent in 1970 due to the impact of technological change and the growth of global supply chains.
