Illinois Capitol Placed on Lockdown for About 2 Hours

UPDATE: Lockdown Lifted at State Capitol

The investigation has delayed Thursday's critical override vote on a package of bills that could end the state's budget impasse.

The breaking of that logjam came amid breathless predictions from some that the new package will drive America's most financially dysfunctional state further into the abyss, and from others that it will finally stop the fiscal bleeding. In theory, the state reimbursing the purse accounts for the awards would free money that could be used to increase overnight purses, but details regarding how the money might be used and the mechanism for its distribution still were being ironed out Friday.

Credit-rating houses threatened to downgrade the state's creditworthiness to "junk", signaling state debt purchases as highly speculative venture.

In a statement emailed to Mic, Southern Illinois University president Randy Dunn said passing the budget on Thursday was a "tough decision" necessary to "effective governance".

That's a recipe for more people and businesses leaving the state.

"He just vetoed the entire budget, like everything in the whole thing was bad", she said, "so it left me with no choice".

"Only through true property tax relief, meaningful workers' compensation reform and a fair and equitable school funding reform model will IL have a strong foundation for future job growth and education excellence", he said.

In a flurry of wide-ranging reaction after the vote, supporters of the measure - including Democrats, social agencies, labor unions and school-related entities - laid blame on Rauner for the long budget impasse and predicted the new measure will begin to fix the state's finances. He predicted the tax hike will "force another tax hike in the near future" because the "tax-and-spend plan is not balanced, does not cut enough spending or pay down enough debt, and does not help grow jobs or restore confidence in government".

- The existing $15 billion backlog of unpaid state bills could be reduced by as much as $8 billion through use of the budget surplus, another "sweep" of special state funds and borrowing. A separate measure passed by state lawmakers would allow IL to borrow $6 billion to help pay down some - but not all - of those bills. McSweeney says Governor Bruce Rauner should forget about compromising with Democrats going forward.

It turned out to be bigger struggle for 67 House Democrats than in the initial tax-increase vote Sunday.

In a rebuke to Rauner, a political newcomer and a Republican in a state filled with Democrats, members of the House revived Senate Bill 9, a revenue bill raising $5 billion through a permanent income tax increase. "Nobody wants to take hard votes, but families in West-Central Illinois sent me here to get our state back on track".

Rauner described the override vote as "another step in Illinois' never-ending tragic trail of tax hikes". Two agencies gave IL some breathing room Monday after House votes over the weekend.

"After all we have accomplished together, it is astonishing that these legislators would now turn their backs on taxpayers across the state", Schneider said.

- IL would continue to not tax retirement income and would continue to not levy a sales tax on services. "I am confident voters will hold these politicians accountable for choosing Mike Madigan over the people of IL", he said.

Mitchell said the vote for a tax increase was the most hard he had taken in his 18 years as a legislator.

But on Wednesday a third credit-rating agency, Moody's Investors Service, put IL under review for a downgrade even if lawmakers overrode the veto.

Dave Druker, a spokesman for the Secretary of State's office, which oversees Capitol security, said one person was taken into custody Thursday.

The lottery recently put a $25,000 cap on winnings that the state would pay immediately, and pulled out of the multi-state Powerball and Mega Millions games, because it lacked spending authority with no budget.
