Minneapolis Police Shoot Woman

A woman who called 911 to report a possible sexual assault was shot and killed by a police officer late Saturday night in an incident that is drawing worldwide attention, reports say.

A woman engaged to be married next month who called 911 to report a possible assault in the alley behind her house approached Minneapolis police officers in her pajamas and was shot to death.

Noor joined the Minneapolis Police Department in March of 2015.

In a video posted to Facebook, Damond's stepson, Zach Damond, said that she called authorities after hearing a suspicious sound in the alley behind the family's home Saturday night.

Officials said officers' body cameras were not turned on and a squad camera didn't capture the shooting.

He and another officer have been placed on administrative leave.

Thomas Plunkett, who represents Noor, said the officer "extends his condolences to the family and anyone else who has been touched by this event". He had three complaints filed against him.

The Bureau of Criminal Apprehension (BCA) of the Minnesota Department of Public Safety said it was investigating, although there appeared to be no video because the officers' body cameras were switched off.

Just days after a police shooting claimed the life of an Australian national in Minneapolis, Justine Ruszczyk's death is stirring shock and consternation in the country where she was raised.

They said in a statement on behalf of her family: "This is a very hard time for our family".

A Minnesota county medical examiner's office has ruled the fatal police shooting of Australian woman Justine Damond a homicide. Damond spent some of her early childhood years in the Buffalo, New York, area.

Bicking said he favored a policy in which there would be less officer discretion for when the cameras should be turned on and off.

"The other officer who didn't have a gun in his hand, he could have done that little double tap on the camera on his chest at any time", said Bicking, describing how the cameras are put into record mode.

The other officer was "stunned" when Noor opened fire on Damond, a source told KARE. She said the department has requested an expedited external, independent investigation to ensure transparency.

Justine Ruszczyk, a 40-year-old woman who had been living in the United States since 2014, was only a few weeks away from her wedding to fiancé Dan Damond when she was killed by police.

"It is hard to fathom how to go forward without her in my life", Damond said Monday. "And then the next thing I know they take my best friend's life", he said.

For now, though, focus in the USA has turned to the questions that remain unanswered - including why the two Minneapolis police officers didn't have their body cameras turned on during the shooting. Castile's girlfriend, who was in the vehicle along with her four-year-old daughter, live-streamed the aftermath of the killing on Facebook. Many of them were neighborhood residents.
