India, Japan agree to further strengthen Indo-Pacific cooperation

Reacting to the India-Japan bonhomie on display over the past two days, China said it welcomes the steps taken by both the nations to boost regional cooperation. The bullet train is expected to begin operating in 2022. The sale of US-2 amphibious aircraft is also likely to come up.

The Doklam standoff between India and China appears to have figured in talks between Prime Minister Narendra Modi and his Japanese counterpart Shinzo Abe here on Thursday.

With defence cooperation largely limited in the area of maritime security, both countries seek to expand it.

Jaishankar said Japan raised concerns about North Korea following its recent nuclear test.

Abe's two-day visit to Ahmadabad comes ahead of Modi's 67th birthday on Sunday.

Despite the focus on strengthening defence cooperation, the two countries couldn't finalise an agreement for purchase of USA 2i surveillance aircraft by India from Japan.

An MOC between the Ministry of Home Affairs, of the Government of the Republic of India and the Cabinet Office of the Government of Japan was signed as part of Disaster Risk Management, which aims to cooperate and collaborate in the field of disaster risk reduction and to share the experiences, knowledge and policies on disaster prevention. "This was based on strong ties of trust between Prime Minister Modi and President Trump", Abe said.

"Under the global relations logic of the 21st century, closer India-Japan ties won't pose grave threats to China because many of their emotional moves to console each other won't produce any real effects in challenging China".

The mention of increased cooperation has invited a cautious response from China. The MOC between METI and the State of Gujarat on "Japan-India special programme for Make In India" in Mandal Bechraj-Khoraj in Gujarat will ensure cooperation in infrastructure development programmes in theMandal Bechraj-Khorajregion. They pledged to reinforce their efforts to align Japan's Free and Open Indo-Pacific Strategy with India's Act East Policy.

Earlier, an editorial in the Global Times had said how geo economics would trump geo politics and "China's vast trade with Japan and India greatly dwarfs bilateral trade between India and Japan".

The initiative is seen as emblematic of fast-warming relations between New Delhi and Tokyo, who are seeking to combat China's growing influence.It is also a new beginning for a rail transport system plagued by accidents and chronic delays.

Interestingly, both countries are exploring the development of industrial corridors and industrial network "for the growth of Asia and Africa, which will benefit various stakeholders in the Indo-Pacific region" and as the joint statement puts it "shared the desire to further promote cooperation and collaboration in Africa in line with the priority measures identified through the India-Japan dialogue on Africa and the processes of the India Africa Forum Summit (IAFS) and Tokyo International Conference on African Development (TICAD)".
