Bangladesh Is Sending Rohingya Back To Myanmar — That's Not Good

Bangladesh and Myanmar have agreed to complete within two years the return of hundreds of thousands of Rohingya Muslims who fled an army crackdown last year in Myanmar.

Myanmar and Bangladesh earlier on Nov 23 agreed that the repatriation process would commence on Jan 23.

Human rights organizations are concerned about the repatriation of Rohingya to Myanmar in absence of a path to citizenship and political inclusion.

"The obfuscation and denials of the Myanmar authorities give no reason to hope that the rights of returning Rohingya would be protected, or that the reasons for their original flight no longer exist".

The Rohingya crisis erupted after insurgents of the Arakan Rohingya Salvation Army (ARSA), better know locally as the Harakah al-Yaqin (faith movement in Arabic), attacked security posts on August 25 in the western state of Rakhine, triggering a fierce military response that the United Nations denounced as ethnic cleansing.

The military denies ethnic cleansing, saying its security forces mounted legitimate counter-insurgency clearance operations.

Rohingyas are a Muslim minority ethnic group in Myanmar. They are generally called "Bengalis", a reference to the belief that they migrated illegally from Bangladesh.

In Bangladesh, Lee has been planning to visit Dhaka and the refugee camps and settlements near Cox's Bazar to meet refugees and community leaders.

The UNHCR says the "right of refugees to voluntarily return home" is essential, adding that the Rohingya must be informed about the situation in their areas of origin.

"And if we get a nationality identity card in Myanmar, then we are more than willing to go back. We can not fail them again", said Stephen Twigg MP, also the chair of the committee.

The statement said that Myanmar had reiterated its commitment to stop outflow of Myanmar residents to Bangladesh.

"Even though we are talking about a two-year process, it totally depends on how the two countries co-operate", Myanmar government spokesman Zaw Htay said. They have been regarded by many majority Buddhists as illegal migrants from Bangladesh.

UNICEF on Tuesday warned of overcrowded refugee camps in Bangladesh which could lead to devastating disease outbreaks, displacement, and death for more than half a million Rohingya refugee children ahead of the upcoming cyclone and monsoon seasons. Bangladesh has agreed to provide a list of returnees in advance to help Myanmar review their backgrounds.

Win Myat Aye, the Burmese minister of social welfare, relief and resettlement, said Myanmar was holding a meeting with Bangladeshi officials to decide the number of Rohingya and how they will be scrutinized to be placed in the 124-acre Hla Po Khaung camp. Last May, Cyclone Mora barreled through the region, destroying approximately one-quarter of the makeshift shelters in Rohingya refugee camps and causing widespread damage.

However, the United Nations refugee agency said Tuesday that it has not been invited to take part or given full access to the areas where refugees are to return.

A key issue that must be remedied in order for Rohingya refugees to return safely and sustainably is their citizenship.
