Kuwait hosts conference for reconstruction of Iraq

Rebuilding Iraq after three years of war with the group Islamic State in Iraq and Syria (ISIS) will cost $88.2 billion USA, with housing a particularly urgent priority, Iraqi officials told an global donors conference on Monday.

Tillerson, speaking at a meeting in Kuwait of the US-led global coalition against Daesh, also said Washington had chose to provide an additional $200 million of aid to stabilize liberated areas in Syria.

According to the Kuwait Chamber of Commerce and Industry, Iraq will present at the conference next week feasibility studies for 60 key investment projects with total amount exceeding $85 billion. Half of Iraq's schools need repairs and over 3 million children have had their education interrupted, it said.

He hoped that these conferences, efforts and activities will achieve its objectives, adding that since "they have made tremendous efforts to win in time of war, we all must exert greater efforts to win in time of peace".

Large parts of Iraq's second-largest city, Mosul, are still in ruins, more than six months after it was retaken by the government.

Non-governmental organizations pledged $330 million U.S. in humanitarian aid to Iraq at a parallel NGO conference on the sidelines of the main reconstruction one, Kuwait's state news agency KUNA reported.

Iraqi Prime Minister Haydar al-Abadi estimates that Iraq needs $100 billion to rebuild.

Kuwait is setting aside its past differences with Iraq to host the summit.

The United States leads the coalition and hopes that after a three-year fight to defeat the militants it can count largely on Gulf allies to shoulder the burden of rebuilding Iraq. Secretary of State Rex Tillerson will attend the conference, and he has said that there are "Arab donors willing to help and support".

The U.N. has verified 150 attacks on education facilities and 50 attacks on health centres and personnel since 2014, UNICEF said in a statement. Around 2.5 million Iraqis remain displaced by the brutal fighting.

On Tuesday the conference will focus on private sector investment while on Wednesday national leaders are expected to announce governmental aid packages.

French Foreign Minister Jean-Yves Le Drian also vowed his country's support during a visit to Iraq on Monday, without giving a specific figure.

"There may be donor fatigue, but no one today can tell me there isn't money".

Peter Hawkins, representative for the United Nations children's fund in Iraq, says reconstruction will be a mammoth task - not just in Mosul, retaken from militants last July after several months of fighting, but also elsewhere.
