- A ballot initiative that aims to split the current state of California into three states is now eligible for placement on the November 2018 election ballot.

A freakish and controversial plan to split California into three states has qualified for the November ballot, and if approved by the voters would begin the process to permanently change the U.S. Congress.

The initiative proposes dividing the state into Southern California, from San Diego to Fresno; Northern California, from OR to Santa Cruz County; and California, which would consist of the six counties between Los Angeles and Monterey along the coastline.

The initiative was spearheaded by a venture capitalist who says regional communities would function better.

Cal3 noted that if the ballot is passed, Congress would have to approve the state's division. Orange County, San Diego and inland counties would be called Southern California. Three separate Californias would also shake up the Electoral College, which picks the president.

A state can not split without the approval of the U.S. Congress, and the president would have the power to approve or veto any vote taken by Congress.

"We are not a one-size-fits-all state", Cal-3 spokeswoman Peggy Grande told The Washington Post.

Even if voters embrace the radical plan, it wouldn't take effect without congressional approval.

Californians have long debated whether they were better as a whole or in parts.

The new California would retain Los Angeles, Ventura, Santa Barbara, San Luis Obispo, Monterey and San Benito counties.

Northern California, containing the 40 northern-most counties - including Sacramento and San Franciso - stretching from the OR border to Merced County. If the Legislature failed to act in the given time frame, California's debts would be divided among the new states based on population.

"The citizens of the whole state would be better served by three small state governments while preserving the historical boundaries of the various counties, cities, and towns", Draper said in his statement previous year. Supporters say splitting the state up would create a more representative system of government. Each of the three new states would have to adopt a new constitution by convention or popular vote. Three smaller states would change that equation, which could make a lot of Democrats just as nervous as the idea of four new senators would make Republicans nervous.

-California would have approximately 12.3 million residents and would be centered around Los Angeles County.
