NCAA announces major rule changes coming to college basketball

The Indianapolis-based governing body for college sports announced Wednesday that its Board of Governors and Division I Board of Directors had adopted a "series of significant policy and legislative changes" as part of an effort to "fundamentally" change the NCAA's structure.

Elite prospects like Scottie Lewis of Ranney (N.J.) may represented by agents while still in high school in the near future.

"I think the concepts are good in theory, but someone would have to explain to me why USA Basketball gets to determine who gets to have an agent". The announcement that USA Basketball would determine which players would be permitted to hire agents apparently "blindsided" both that organization, who are not viewed as prepared to handle such a responsibility.

Agents would be allowed to cover minimal expenses such as meals and transportation associated with meetings or workouts with pro teams, but that could be complicated.

"These changes will promote integrity in the game, strengthen accountability and prioritize the interests of student-athletes over every other factor", NCAA leaders said in joint statement. Dan Gavitt, the NCAA's senior vice president for basketball, said event operators will have to "meet a much higher bar in order to be able to run those events". One of those reported criteria is that the player was invited to and participated in the NBA Combine. Among them: The players most in need of representation and having to go back to school would be ones who weren't selected for the combine, and in some situations, players seeking to return to school will find their scholarship slots filled by someone else.

At least one prominent coach, Kentucky's John Calipari, wondered aloud as to how that will work.

According to an ESPN report from March, the National Basketball Association was exploring getting rid of its age requirements that state a player had to be 19 years old or one year removed from his high school graduation to enter the draft. The new rules also allow for heavier punishments, like longer head coach suspensions and stronger fines. That was one of the recommendations from the Rice Commission appointed in the wake of an FBI investigation into corruption within college basketball.

University presidents and chancellors must contractually agree to cooperate with investigations and infractions process.
