Putin threatens European states which agree to deploy American missiles

Moscow refutes these allegations and argues that it is the United States which has been non-compliant, as it can re-purpose the missile defense complexes stationed in Europe and use them as offensive launchers.

Speaking Tuesday, after two days of talks in Moscow, Bolton said the INF Treaty only constrains the usa, as Russian Federation has violated it and China is not a party to it.

"The American position is that Russian Federation is in violation", Bolton said at a news conference.

An analysis by the Council on Foreign Relations this week described the 9M729 as an "extended-range version" of Russia's Iskander K, a shorter-range cruise missile that is compliant with the INF Treaty.

Rather than scrapping treaties, Downman said the Trump administration should explore further sanctions on Russian weapons they believe are violating the INF Treaty and "exhaust its diplomatic and military options within the treaty".

The deal prohibits both sides from building, possessing or testing ground-launched nuclear cruise missiles with a range of 500 to 5,500 kilometers (300 to 3,400 miles).

Despite concerns about its capabilities, Stoltenberg said he does not "foresee that allies will deploy more nuclear weapons in Europe as a response to the new Russian missile".

"If the United States does withdraw from the INF treaty, the main question is what they will do with these newly available missiles", Putin said at a press conference alongside Italian Prime Minister Giuseppe Conte. "That's why it is urgent for the German government to now mediate between the United States and Russian Federation", he said.

On Wednesday, Russian President Vladimir Putin responded to the news of an impending U.S. pullout: "If the United States does withdraw from the INF treaty, the main question is what they will do with these newly available missiles". The Trump administration has not said whether it will exercise its option to renew that treaty for another five years.

South Korea's Yonhap News Agency reported that threat of USA withdrawal "adds to worries about a heated arms race in the Asia-Pacific region amid the rapid rise of China's military might".

Saying it was Russian violations of the pact that caused Mr. Trump to act, Mr. Bolton said at the end of a two-day trip to Moscow that the US seeks a more inclusive global pact to replace the treaty. He warned that the US will begin developing such weapons unless Russian Federation and China agree not to possess or develop them. He cited efforts in weapons development by China, Iran and others not bound by the restrictions of the INF Treaty.

Moscow has denied any violations.

Afterwards, Mr Trump's Democratic Party opponents, and some members of his own Republican Party, accused him of failing to stand up to Mr Putin, especially over allegations that Russian Federation meddled in the 2016 U.S. presidential elections.

Of the major European powers, only Britain has offered support, with the country's defense secretary, Gavin Williamson, accusing Moscow of making a "mockery" of the INF treaty, an agreement that eased Cold War tensions. "Withdrawing from the treaty, conversely, will open the door to a new and unconstrained competition, threatening U.S".

The treaty banned the USA and Russia's development, deployment and testing of ground launched ballistic or cruise missiles with ranges of between 300 miles (500 kilometers) and 3,400 miles.

"NATO's military activities near our borders have reached the highest level since the Cold War times", Russian Defense Minister Sergei Shoigu said, noting that the war games will be "simulating offensive military action".
