Trump vowed to hold the line, telling reporters as he flew to Iraq that he'll do "whatever it takes" to get funding for border security.

'Nothing new. Nothing new on the shutdown.

"Nancy is calling the shots", said the Republican president, suggesting that her opposition to his demand for wall funding had to do with Pelosi's need for votes to become speaker.

When Margaret Weichert, a deputy director at the Office of Management and Budget, tweeted that federal employees would receive their paychecks on Friday - covering the days they worked until the shutdown last Saturday - a government employee named Craig slapped back. Some 800,000 federal workers must work without pay for the time being, or stay home and wait to be paid later.

"I can tell you it's not going to be open until we have a wall, a fence, whatever they'd like to call it".

"While we're fighting over funding, we're also building, and it's my hope to have this done, completed, all 500 to 550 miles, to have it either renovated or brand new by Election Day", he said.

The stalemate over how much to spend and how to spend it caused the partial government shutdown that began following a lapse in funding for departments and agencies that make up about 25 per cent of the government.

Trump promised to make Mexico pay for the border wall.

One union representing federal workers slammed Trump's claim.
