Trump budget boosts military and wall but targets social services

"I would just say that the whole issue of the wall, of border security, is of paramount importance", Kudlow said. "I think the president has made that case very effectively".

The budget is also expected to cut anti-poverty programs and impose new work requirements that will apply to welfare areas like health care, housing and nutrition assistance, according to the Washington Post.

Trump's budget seeks an additional $8.6 billion to build his long-promised wall along the US border with Mexico, which upset Democrats including Rep. Tim Ryan of the Niles area. Many lawmakers view the declaration as an overreach of executive power.

A resolution opposing the emergency declaration quickly passed in the House, and the Republican-controlled Senate is poised to vote on that resolution this week.

"An incredible quality of life for all of our citizens is within reach", Trump said in a statement accompanying the budget proposal. They also must pass a measure to raise the debt ceiling in September or October or they will risk having the government falling behind on its obligations, something that could rattle the economy and financial markets.

That would be on top of the $6.7 billion in wall funding that Trump has ordered redirected from other government programs under a national emergency he declared last month.

Still, the White House is highlighting Trump's desire to build 722 miles of barriers along the border as a way to combat drugs and crime with the allocation in the document outlining his preferred fiscal year 2020 spending.

"We are going to confront the national-security crisis on our southern border", he said, announcing the declaration from the White House Rose Garden on February 15.

Perhaps most notably among spending proposals, Trump is reviving his border wall fight.

He will ask for $8.6bn to build a wall on the border with Mexico, and seek to boost defense expenditure while cutting $2.7tn in non-defense spending over a decade.

The proposal also cuts down on 29 programs that are either ineffective, not addressing national needs or could be better supported at the state or local levels, according to the Education Department. "Democrats believe that hard-working families deserve a federal budget that is written For The People, not for the special interests and the wealthiest 1 percent", Pelosi concluded.
