SUDAN: Military topples, arrests President al-Bashir

"I announce the restructuring of state institutions according to the law and pledge to fight corruption and uproot the regime and its symbols".

Omer el-Digair, leader of the opposition Sudanese Congress Party, told the protests at a sit-in outside the military headquarters in Khartoum after Saturday's meeting that the atmosphere had been "positive". The UAE said it welcomed the swearing-in of Gen. Abdel-Fattah Burhan on Friday as head of that council.

He also ordered the release of all prisoners jailed by special emergency courts and the immediate lifting of a night-time curfew imposed by the council earlier this week.

Burhan also pledged that individuals implicated in killing protesters would face justice and that protesters detained under a state of emergency imposed by Bashir during his final weeks in power would be freed.

On Saturday evening, the new military ruler named NISS deputy head Jalaluddin Sheikh to the council, with Himeidti as its deputy head.

Protesters, however, kept up the pressure for rapid change following the overthrow of long-ruling autocrat President Omar al-Bashir on Thursday. This must be done credibly and swiftly, with protest leaders, political opposition, civil society organizations, and all relevant elements of society, including women, who are willing to participate.

Sudanese police said late Friday that the 16 were killed by "stray bullets", and that at least 20 people were wounded at rallies and sit-ins across the country.

Deputy Chairman of Sudan's Transitional Military Council Mohamed Hamdan Daqlu met on Sunday with U.S. Charge d'Affaires in Khartoum Steven Koutsis, said a statement.

But while celebrating the fall of Bashir and then Ibn Ouf - a defence minister and long-time close aide of the deposed president - protesters remain cautious.

Mr Ibn Auf was head of military intelligence during the Darfur conflict in the 2000s.

The list includes prosecuting those behind the Islamist-backed military coup in 1989, disbanding all pro-government unions, freezing the assets of top officials in al-Bashir's government and dismissing all top judges and prosecutors. The military announced Sunday that ibn Ouf had retired.

The Sudan Professionals Association, which has been spearheading the protests, said Mr Ibn Auf's decision to step down was a "victory" for demonstrators.

Despite the removal of Mr Bashir on Thursday, demonstrators refused to disperse, camping out outside the army headquarters in the capital, Khartoum, defying a curfew declared by the military.

Key regional power-brokers Saudi Arabia and the UAE voiced backing for the transitional council.

But outside the Middle East, the formation of a military government to replace Mr Al Bashir has been criticised.

The Community of Sahel-Saharan States (CEN-SAD) called for dialogue and a peaceful transition of power, in a joint statement from their summit in Ndjamena, Chad.

It said they died "at the hands of regime forces and its shadow militias".

"We need to see a swift move to an inclusive, representative, civilian leadership", Foreign Secretary Jeremy Hunt said.

The agency added that Riyadh had also announced a humanitarian aid package to Sudan, including wheat, petroleum products, and medicine.

UAE President Shaikh Khalifa bin Zayed Al Nahyan gave directives to communicate this to the Sudanese transitional military council.

Al-Bashir is now wanted by the International Criminal Court on charges of genocide linked to the war in Sudan's Darfur region in the oughts.
