Trump Asking Congress for Billions More in Emergency Border Funding

President Trump visits a new section of the border wall with Mexico in Calexico Calif

A record number of Central American families have been crossing the southern border with Mexico in recent months, and DHS officials say the migrants are taking advantage of "loopholes" in the USA immigration system that enable those arriving with a child to avoid detention and swift deportation.

If that happens, the administration would need to divert money from a program for victims of human trafficking, the official said. While Pentagon policy and US law prohibit military personnel from directly interacting with migrants or domestic law enforcement, those roles will bring troops into regular, direct contact with migrants for the first time since Trump's border deployment began in October.

Separately, the Defense Department recently said it would be deploying to the border an additional 320 military personnel, including cooks, drivers and lawyers, at a cost of more than $7 million.

"It truly is a crisis in many ways and is an impossible task nearly that we are asking you to deal with and if we want improvements and changes then, in my opinion, it is up to us as Congress to provide you with those resources and policies necessary for you to carry out this impossible job", said Rep.

The $4.5 billion request includes $3.3 billion for humanitarian assistance such as increased shelter capacity and money to feed and care for migrants, the White House said in a fact sheet.

U.S. Customs and Border Protection encountered 50,036 unaccompanied children during the last budget year, and so far this budget year there have been 35,898 children.

"Agencies are literally running out of funds", a senior administration official told reporters on a conference call.

McAleenan said he plans to ask Congress to be able to legally keep families with children in custody pending immigration hearings instead of releasing them into the interior to await future court dates. Trump's senior adviser Stephen Miller in particular has argued that Customs and Border Protection agents will be tougher on asylum-seekers and will pass fewer of them on the initial screening, known as a credible fear interview, the sources said... Data from the Department of Homeland Security shows there has been a dramatic increase in the number of families and unaccompanied minors coming to the border from El Salvador, Honduras and Guatemala.

The money would come on top of the funding President Donald Trump has redirected to make good on a central pledge of his 2016 election campaign - to build a border wall to stop illegal immigrants - ahead of his looming 2020 presidential race.

The funding would also help enhance operations and upgrade the government's information technology systems at the border to ensure officers are processing migrants accurately and quickly.

"As a country, we must do more to meet the needs of migrants - especially children and families - who are arriving in increasing numbers", she said.

"The situation becomes more dire each day".

Acting Director of Office of Management and Budget Russell Vought speaks during a news briefing at the James Brady Press Briefing Room of the White House on March 11, 2019. The parent is to swab the child, officials said.

The White House is asking Congress for $4.5 billion in emergency funding as it confronts an influx of migrants on the southern border.
